Implements #45

Current todos:

[x] implement browser notification (try this)
[x] implement app notification
[x] prettify Alert page (make user friendly)
[x] strategy to avoid alert-spam
[x] prevent notification of previously notified alert (persist tracker list)
[x] move tracker from alert generation layer to .notify layer
