Favor late bidders instead of early bidders #2

Currently, if two or more people bid on the same item, and the manifested bid is lower than the sum of their bids, the earlier bidder has to pay less. To incentivze additional bidding, this behaviour should get inverted, or an option should get added to change it. For example:

Alice bids 1 on X, Bob also bids 1 on X. The price results in 1, and Bob has to pay it. Alice should pay instead.
