Pokemon Yellow fixed this by:

Fixing shore tiles having wrong encounters
~~Blanking the encounter tables before loading them~~ (Pokemon Yellow does not do this)

This fix means that Left Shore tiles will no longer produce any encounters.

Also, it means that these grass tiles in Viridian Forest will now correctly produce encounters.
