Prevent entering Cycling Road with no Bicycle #8

Holding or mashing Left can undo the player's motion to the right after the gate guard pushes them back from entering Cycling Road, eventually allowing the player to get past the checkpoint without a bicycle.

Fix this by preventing all movement for the entire duration of the conversation with the gate guard.

The Bicycle is in the PC. Attempt to enter Cycling Road anyway. The guard will stop you and make you walk up and face him unless you attempt to push past at the topmost tile.

Vanilla: The game lets you take one step to the left in between the guard scolding you and pushing you to the right. With enough persistence, you can get through and enter Cycling Road Fixed: The game does not let you move while the guard is talking to you. There is no way past without the Bicycle.
