build fails because .pom file gives access denied

What steps will reproduce the problem?
1. check out from trunk
2. run bootstrap commands manually
3. make

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

That looks like a temporary error from one of the maven repos.
Did you try again at some point?

A request was made for more information, but no such information was ever 
provided.

As this request is now three years old, and google code is going to shut down, 
I'm assuming this is no longer a problem, and will close the issue.
