TEP113 section 3.6 seems outdated #119

There are some errors in TEP113 section 3.6:
-There's no sequence number, nor dispatch byte
-SERIAL_PROTO_ACK is 67, not 64

By the way, I think the document should describe the protocol field, and the 
CRC polynom, becouse both of them are essential if someone want to write his 
own program without the sdk, to read the serial port.

TEPS are immutable; we could make a new TEP to replace 113. Do you think this 
is significant enough to do so? If so, you could draft the new TEP.
