Issue Description

When entered into program mode (i.e. master tag is scanned). Program will not release until a tag is scanned by that reader.

Acceptance Criteria for solution:

Given: Any RFID Reader is in 'Program Mode'
When: 10 seconds has elapsed
Then: end 'Program Mode'
