polished_setup Shiny app #36

Shiny app or maybe rstudio add in for setting up the polished configuration. Could sign into firebase in the app / add in and set up the initial user, etc.

we now have "admin_mode" which can be used during the initial set up process, so this app dedicated to setting up polished is not longer necessary.
