Update Docs to Include How We Do LED Stimulations #111

Given the past couple days of troubleshooting what the heck was going on with Bruker's Prairie View Version 5.6.64.100 and also trying remember how we got LED stimulations to work in the first place, the need for thorough documentation of how it works is very apparent. It should be a new page in the docs site that illustrates how we set up the actual voltage output and mark point experiments since the other trickery we do is already documented in the page about the legacy investigator.

Also need to add how we are no longer using the shutter for PMTs

I really need to get on this and document how it works/how to set this up with Prairie View for Full Field LED Stimulation experiments... so this is going to happen sometime this week.
