Add surveys to DCPOtools::surveys_data #2

In climate_index_cli.csv, I see some surveys that aren't in DCPOtools::surveys_data (e.g., the _c surveys??). Will you please add them or send me a file, Cassandra?

Similarly, any document you have on questions/answers for each item in climate_index_cli/env would be helpful
