Ability to move ALL possible configuration between environments via Tyk-Sync

Where safe we should be able to port configuration between envs. Possible objects to port across are listed below.

Dashboard

• [ ] Identity management configuration?
• [ ] users?

Portal

• [ ] Portal developers
• [ ] Portal Pages
• [ ] Portal Menus
• [ ] Portal CSS
• [ ] Portal developers?

Stretch goal:

• [ ] API keys

If goal is to move all objects, then I would also include:

• [ ] Certificates
• [ ] Webhooks
• [ ] Portal settings
• [ ] Organisations

I would't include analytics data or key requests, as these aren't 'configuration'.
