Need to add a refined plugin load order #3

The load order I have now is just from Mlox, however, I am concerned it may not be sufficient. Morrowind 2017 had a load order for the plugins, but it's now quite outdated and several plugins have been added/removed. Not sure if it's applicable anymore.

Update: Both an updated Mlox masterlist/project and compatibility for LOOT are in the works. Whichever ends up being used by the community - this problem should solve itself once those are in.

(I'm kinda hoping LOOT just because I can actually set "load after" rules, make mod groups, etc)
