It seems like based on the link, this is a bug that Patch for Purists handles already. So unless there's a mod in the guide that forwards the original bug, then we're good, right?

It's just a little unclear what you want us to do to the guide specifically.
If you're just suggesting that it's possible that one of the mods in the guide could forward the bug, there's not a lot we can do on our end. If you find a specific mod to remove/fix/add to deal with this, that's great. We could make a section about it, but if we were to make a section about vague mods in Morrowind that could or could not exist, the guide would be miles long of just that.
Here let me explain in detail. The problem is indeed fixed with PFP, due to them not adding/removing the issue when this mod was created (I know it is based on a version of MPP). But the problem it seems is that mods like BC reintroduce this line of dialogue which then overrides bloodmoon's changes like MPP did.
I was thinking of it being mentioned in the most appropriate place so that people would know the source. So it might be best placed with Tamriel Rebuilt for the moment, since it does cause issues with it. Such as my encountering the issue with TR Travel's Seyda Neen shipmaster. Though this might change in the future due to issues like this potentially cluttering it up.
And on the fix part. Apparently there is an esp that purports to fix the issue. Though it would probably have to load last. http://mw.modhistory.com/download-55-14691
And if that doesn't work, you can do what I did and manually nuke it with TESAME after hunting it down with TES PCD.

My recent experience has brought to light an old Morrowind problem that keeps on rearing its ugly head. The old and broken "Who's There" dialogue keeps on getting spread by various mods and creating issues. For me it was with TR and of course one of these mods is on the list "better clothes". So with that in mind I think this guide should to mention it so that modders can be aware of this phantom menace. Especially since it might arise in their load order.
This recent, Tamriel Rebuilt Article spreads light on the issue and is what taught me of the sordid history of this issue I just so recently stumbled upon,
