Data syncing issue #16

Have updated the API to not import records that have been previously imported. I also noticed that the import was only taking the current date from SSEMMI, so have added historical import option to allow us to get all records for the past year.

I think this was resolved back in 2021, plus we aren't currently importing via Google Sheet API, so closing for now.
