Ensure that "manage" nav is only available to admin users

Copying the feedback from Nick to take note for fixes:

Unauthenticated view. In place of manage, can we have sign-up / register links (per wireframe)
- When the page loads for the first time, the nav moves when clicking a dropdown menu
