Simple re-phrasing of content. Good first issue.

On the public registration or "Sign up" page, the checkboxes in the lower left answer the question "How to you intend to use Acartia?" As a public user I want the check-boxes to read:

Provide data
Utilize data
Other

Instead of the current (slightly less broad) text which reads:

Browse Data
Contribute Data
Other
