We need to create a list to display information, update the list with new rules and/or updated rules and allow the user to both delete it and set its priority.
Use Case
I want to have easy manipulation over rules and to have something telling me that I haven't selected a group if needed.
When I create a rule, the rules list should be updated so that I can visualize it.
When I have a list of rules, it should be displayed in a list.
When I want to update a rule, I should be capable of moving it up and down and have a button to submit it.
When I delete a rule, the rule should leave the list.

Will be getting information from the backend to fill the list and will use a method to move divs.
