Description of the bug

Investigate possible bug where previously downloaded datasets contain all expected files and all file hashes match is not processed further. See https://github.com/UAL-RE/ReBACH/blob/4463f8de8340bf7cfb4c3672a3825477b3ce626a/figshare/Article.py#L562

May also need to improve the log message in https://github.com/UAL-RE/ReBACH/blob/4463f8de8340bf7cfb4c3672a3825477b3ce626a/figshare/Article.py#L564
