Please add FreeBSD Support for Version 11.3

So far FreeBSD has eluded dynamic messages because it does not seem to support motd.d, profile.d, or any other script execution on login. Amazon Linux aggregates motd.d periodically instead of on demand, so something like that may be possible to implement. This cookbook will be getting an update soon to improve CIS compliance, and this can be revisited also.
