DOCS: add style guide

Adds the very beginnings of a dictionary style guide, to keep track of conventions and decisions regarding the dictionary database. Dictionary style guides are a best practice in lexicography, because it becomes hard to keep track of formatting and style decisions for the data in each individual field otherwise.

• Also includes a short glossary of relevant technical terms. Suggestions for other terms welcome.
• Moves readmes from old repos to /docs.
• Moves Python scripts from old repos to /python.

I'll merge this here for now and start working on a PR for https://github.com/UAlbertaALTLab/cree-intelligent-dictionary which updates the glossary, then I'll come back and remove the glossary from this repo.
