Altlabel uses JSON not TSV #1132

When the students refactored, they turned the crk.altlabels file into a JSON. I either need to do the same for all the other altlabel files in order to make it work properly, or change if back to using .tsv. I'm going to try the .tsv method first.

Turns out it's much easier to convert a .tsv to a JSON file, so I did that instead. This still needs to be implemented for all the other languages.
