The button "Start Upload" is not displayed until a submission component is not chosen. Maybe to change or describe that?

We'll probably swap out the multiple-file uploader for a single file uploader. Already filed here: https://github.com/pkp/pkp-lib/issues/595

Obsolete due to new single file uploader.
