regression: page-to-alto is missing #153

Recently, we lost ability for page alto conversion. For some reason, during make install, no page-to-alto gets installed. Investigating...

I tested f799fdda56adc43e2211017ec593f2ad72891bb0 (the one before the "culprit"), and it also did not install page-to-alto.

gcv2hocr is missing, too. Should it be installed, too?

I checked all my local ocrd_all builds from 2022 and only found a single one from May 15 with bin/page-to-alto. @bertsky and @kba, are you sure that there is a regression?
