[WIP] TEI to HOCR #98

Let me make this PR of @jmechnich for a TEI2hocr transformation such that we can further discuss it. Cf. #12.

That was a bit too fast, breaks Travis. I thought we could discuss this some more, expecially since there's [WIP] in the title. I'll fix Travis in #97, please merge that as well once https://travis-ci.org/UB-Mannheim/ocr-fileformat/builds/626339369 is done.
