Switch back to conda install #290

Closes #170

now that the unresolvable build error due to sphinx-external-toc's buggy conda package dependencies has been resolved, this PR switches the dockerfile back to conda-based builds.

There was a bug in the update_build_environment.yml workflow. Closing this PR and will try opening a brand new one with a new branch to test it.
