Change the sacramento data to one that has more clear provenance #211

The information about the sacramento housing data is pretty sparse. I couldn't find anything else about it online. We should email the spatialkey folks to see if they know more.

response: "Unfortunately, we do not have the information you are looking for. We are not the source of this file, and had located this back over 10 years ago. Sorry could not be more of help."

Given that, I think in version two should replace this dataset with one that we know the detailed provenance of.

This is a big change, so definitely not for v1.
