Improve population_vs_sample figure #498

In the population_vs_sample figure in the inference chapter, the positions of the points in the sample have no relationship to where they are in the population plot, nor are they ordered. They just seem to be random, and so it makes it hard to make the connection that these were the points highlighted from the population.

note: I think "p" should also be italicized in the figure.
