Setup chapter specific versioning

Right now the setup chapter (as of unmerged #517) suggests using a specific version of the r-dsci-100 docker image. We should try to offload that specific setting somewhere outside the textbook (to avoid print textbook getting stale). Probably somewhere in the worksheets repo. I don't have time to handle it right now, so I'm not going to address it in #517 , but should do that before 2nd ed of the print book happens.

Make the same change in Py.

Also, we need to keep the environment.yml file in the same location in the worksheets repo to avoid breaking the print v1 text.
