Replace that line zfs create with /usr/sbin/zfs create #18

Replace that line zfs create with /usr/sbin/zfs create in https://github.com/UBC-DSCI/rudaux/blob/master/ansible/roles/internal/jupyterhub/templates/zfs_homedir.sh.j2 so that cron jobs can do this.

Once we split the ansible repo out, we'll need to re-create this issue there.

I'm going to transfer this issue to the infrastructure repo, but recreate one here regarding paths in the various rudaux components that need to zfs create things.
