LTI Auth timeout extend #63

Add to ansible as a config param the LTIAuth timeout -- default is 30s which causes problems in class when everyone tries to authenticate at the same time

(perhaps not -- we may have found a bug in JupyterHub websocket creation that would reduce login delay and let us not have to add this hack)

I think we are safe to leave out this hack now that we've found and fixed the issue in websocket creation. Apparently this issue is only in centos7, so once we upgrade beyond that it'll be fine.
