Add Script #4 & Output Files #16

Added script 4 with the ML analysis. I haven't completed the tests yet.

I ran the script 4 on my computer and Initally encountered some issues creating the altair plots. The fix for me was to update my chromedriver (brew cask upgrade chromedriver).
