Create milestone 2 report based on milestone 1 report.
due to the memory issue, currenlty I comment out (1) all the altair cells and (2) the section '2.4.3 Hyperparameter optimization' since it takes forever to fun.
The resutls of all other parts are identical to weather_predict.ipynb in notebook/milestone2.
All functions are correctly imported.
