Create proposal.md, draft 'Description of Data' and 'Research Questions' #2

Hey Ofer and Sam,

Here's what's in this PR:

  1. Create proposal.md file.
  2. Add 3 section headers
  3. Fill out Section 2: Description of data
  4. Fill out research questions in Section 3 (note that I have not done the "usage" scenarios).

Please review and make changes if needed. If there are big issues, send me a message back and I can fix. Once it's all good, please merge the pull request.
