Remove deleting and stopping announcements in setup_nano.yml and deploy_nano.yml

Description of the task

Remove tasks named "Remove Announcements" and "Disable Announcements" from setup_nano.yml and deploy_nano.yml respectively. All of our robots should have the announcement services disabled/removed now, so we no longer require these tasks.

Acceptance criteria

• [ ] Tasks for removing/disabling announcements are removed in setup_nano.yml and deploy_nano.yml
