Make Extra Mock AIS Parameters Accessible to ROS

Purpose

Allow fine-tuning of Mock AIS simulation.

Description

When I added Mock AIS UBCSailbot/network_systems#46, I added a bunch of extra parameters to configure the simulation. These parameters are not currently accessible via ROS.

• The parameters to be added are found under projects/mock_ais/inc/mock_ais.h:SimShipConfig:114-127
• [ ] Add parameters to config/mock_ais/mock_ais_template.yaml
• [ ] Add parameters to projects/mock_ais/src/mock_ais_ros_intf.cpp
