Make Extra Mock AIS Parameters Accessible to ROS #262

Purpose

Allow fine-tuning of Mock AIS simulation.

Description

When I added Mock AIS UBCSailbot/network_systems#46, I added a bunch of extra parameters to configure the simulation. These parameters are not currently accessible via ROS.
