Migrate docs and web docker compose to their folders #318

Purpose

Currently these docker compose files are in .devcontainer/, but if possible they should be in .devcontainer/<docs|web>

Changes

Off the top of my head, this would require changing the paths in these files, devcontainer.json, and run-in-container/action.yml
