Description

Resolves #306
Rudder and Sail Actuation Controller Implementations. Working on unit tests still but needed to reopen PR from migration.

Verification

The tests in tests/unit/nodes/low_level_control under the TestRudderController test the functions of the controller implementation for the rudder and sail simulation controller.

Hey Steven can you delete .vscode/settings.json and compile_commands.json? They're not used anymore

For sure I'll get that deleted!
