Purpose

Now that the pre-base image can be built using the build images workflow, pre-base and base-dev have been combined to a single image layer.

NOTE: Wait until the changes to remove pre-base are finalized and pushed to main branch, before making this change.

Adding to this issue: We should document somewhere how to solve the issue referenced here

Remove pre-base row in the table and update the parent image for base-dev to Ubuntu

If you have just built an image locally, --load will not work with the multiarchitecture image.

Hey @SPDonaghy, if I'm not mistaken "Use containerd for pulling and storing images" option under general settings is out of beta and with that enabled --load is working.
