Description

Completed receive and parseInMessage functions in local_transceiver.cpp
Still needs to be tested
Also added tests for at_cmds.h

Hi Sam, because the changes to test_local_transceiver.cpp include tests for at_cmds.h and also ParseInMessage (which is completed in this pull request), the changes are in the same branch.
