Get fiscal sponsorship from Open Collective #102

UBI Center now has an Open Collective account https://opencollective.com/ubi-center (currently pending approval from their 501c6). This issue is to apply for fiscal sponsorship from their 501c3, as PSL has done at https://opencollective.com/psl.
