Finalize Freedom Dividend notebooks #19

Currently split between a few notebooks in https://github.com/open-ubi/OpenUBI/tree/master/notebooks/yang

There should be three that leverage taxcalc_helpers as much as possible:

  1. Original Freedom Dividend analysis
  2. Revenue-neutral level finding, using Bayesian optimization
  3. Revenue-neutral Freedom Dividend analysis
