Update deficit baseline

The distributional analysis and http://plans.ubicenter.org calculator currently reference the CBO's $896B deficit projection for 2019. OMB's projections now seem more likely (page 106).

To-do:

• Update the article
• Update the baseline for the increase in the calculator
• Add the new share of GDP this would mean, along with historical context (the previous recent peak was $1.4 trillion in 2009, 9.8% of GDP).

Actually that was from the 2020 budget, which wasn't enacted. OMB's mid-session review released 2019-07-12 includes more actuals and forecasts.
