As a construction worker, I want to be able to get clothing recommendations of an outside layer based on the precipitation expected, so that I am not wet while working outside in the mud. This feature would be very important for outside style generation to not get caught off guard with awful recommendations, such as cotton clothes in the pouring rain.
Additionally, the recommendation should return the most waterproof clothes by default.
Acceptance Criteria
[x] Scenario 1: Generates outfit with chance of precipitation
User navigates to the clothing recommendation page with their location inputted
User clicks to generate outfit based on the precipitation
Up to three outfits are generated as the temperature generation, but also an offhand and layer clothes with the waterproof prefix
