Added West Sonoma Coast boundary #849

The McGuire Ridge (2015) topo map was used instead of the 2012 map as there were no township sections.

The West Sonoma Coast AVA shares partial boundaries with the Sonoma Coast & Fort Ross-Seaview AVA. Border matching were done using the snapping tool for simple boundaries & the dissolve tool for more detailed boundaries.

Make sure the info about the boundary matching gets added to the issue for this AVA.
