Enhancements:

Extends the User model to allow for setting specific permissions about who can edit which programs.
Adds three new views
- Dashboard view (for navigation and stats)
- Program List View (for choosing which programs to edit)
- Program Edit View (for editing each program and viewing non-editable fields
