Prevent Adding/Editing Datasets? #109

We are deprecating the ckan site as we are moving iUTAH data publication to HydroShare. However, users are still loading and datasets on the ckan site. @horsburgh Should we prevent these actions so that ckan and HydroShare do not become increasingly out of sync? @pkdash Would you be able to implement that?

We can't shut the CKAN site down until all of the datasets have been moved and made public in HydroShare. We could add a banner to the CKAN site that tells people not to deposit anything new, but instead to work with @AmberSJones to get their datasets into HydroShare. That would require only a small change to the page and no coding to disable the site. Just make the banner state that as of X date, we will no longer be maintaining the CKAN site and that all datasets and new submissions have moved to HydroShare.

Our problem is that all of the datasets have been moved, but then our technician notices that new ones have been added (or existing ones have been modified) on the repository.

A banner at the head of the ckan site (and on every page) is a good idea. @pkdash , let me know when you can implement that and we'll work to get you specific text.

Proposed text: NOTICE: As of October 20, 2016, this repository is not being maintained. All datasets have been transferred to HydroShare (link to www.hydroshare.org- should we link to the iUTAH Group?) for long term publication and archival. URLs for this repository now point to the related HydroShare resource. For new data or to edit existing resources, please work with Amber Jones (link to email amber.jones@usu.edu), iUTAH Data Manager, to publish in HydroShare.

@horsburgh- does that cover it? Feel free to suggest changes.

Also, we need to establish the pointers...
