Add frequency to sample count calculation

Resolves #20 by doing the following:

• Create new function frequency_to_samples to convert desired frequency to appropriate number of samples
• Add new placeholder function get_frequency to test generating SPDM signals whose output frequency is equivalent to value returned from this function
• Adjust while loop in main function to run using these functions
