Include frequency-to-amplitude ratio for inverter

Following from #12/#29 and related to #24, the desired output amplitude will be directly correlated with the apparent frequency.

• Add constant for frequency-to-amplitude ratio
• Create a new function to calculate the amplitude from a given frequency
• Send the amplitude to run_inverter_cycle
