Automate the building and deploying of docker images

[x] create an account on Docker Hub for Sarah / Hamied
[x] Add GitHub action to build and publish the image when a new GitHub release is made
[x] Might also be worth adding docs on how to run the analysis by pulling the image from DockerHub rather than cloning this repo
