Add R recommendations #8

Thanks @matt-graham! Do you want me to merge this in mmg/initial-structure or wait until that one is merged in main and then update the target branch for this PR?

I would say merge in to mmg/initial-structure as I think this gives a nice demonstration of what we want for each of the languages and I think merging this and then removing the empty placeholders is very slightly less effort than removing the placeholders from that branch, merging and then merging this and potentially having to resolve a merge conflict if we remove the empty r/README.md placeholder.
